I also got that problem. I am using Windows 10.In windows 10, Run the game and In the Main menu press Windows logo key on the keyboard. Now you should in your desktop. Now right click the taskbar and open Task Manager.Then find the GTA Vice City process and right click it and select Go To Details.It should highlight the process on the details tab. Now right click the GTA Vice City processs on details tab and click Set Affinity option. Then untick All Processors and tick the CPU 1. It means the game should only use one CPU.Now press Ok and and go back to the Game.It should slove the problem.

I have the solution to this error, I also had the same error earlier but I found a way to fix it. Whenever you feel like playing GTA VC. Open computer, go to downloads, there you will see the unzipped and zipped folders of GTA VC. Just open the unzipped folder, then click on GTA VC Installation Setup and then click on DVD 2 (Do not mount the file). After opening it, just click at Crack file. Then GTA VC icon will show up. Copy it, go to C drive, open programs into 84 or whatever, then go to Rockstar Games click on GTA VC icon and finally paste it there. Then you just have to click on that icon and boom! ENJOY YOUR GAME. THIS SEEMS LIKE A DIFFICULT AND COMPLICATED TASK BUT IT JUST TAKES A MINUTE TO DO IT. YOU WILL ALSO GET THE SAVED GAME THERE, NO RESTART FROM BEGINNING.

It is just easy, I also had the same problem earlier. But I have found a way to play it without even losing game data. Follow the steps below and you will become a great gangster in no time:
1. Open ‘My Computer’ (Which contains all the storage drives)
2. Click on ‘Downloads’
3. Click on the unzipped folder of GTA Vice City – PC (Do not click on the compressed folder)
4. Click on ‘GTA Vice City installation setup’ folder
5. Click on ‘DVD 2’. (No need to mount the folder, just click on it for opening it)
6. Click on ‘Crack’ folder.
7. Copy the ‘GTA VICE CITY’ application from there
8. Open ‘Local Disk C’.
9. Click on ‘Program Files *84’.
10. Click on ‘Rockstar Games’.
11. Click on ‘GTA VICE CITY’ folder.
12. Click ‘paste’ on the ‘GTA Vice City’ icon available there.
13. Open that ‘application’. (Open it from that same location, DO NOT CLOSE THAT WINDOW).

Di you replace the files in installation directory. If yes then Try this. Keep your files mounted. Do not unmount.

Bro….you have to delete nothing from that compressed version. Instead you had to unzip the folder. Check out the instructions given below the download link and then work forward to downloading the game.

to slove it you need to download “”ddraw.dll” download from the link,extract the dll file and paste it in game folder, on game icon go to compatibility and select run as administrator and select ‘windows 7’
